Usage: Very similar to にあたって but slightly more formal and literary. Used to mark an important occasion or turning point. Common in formal speeches, written announcements, and official documents.

にあたって vs に際して:

• にあたって = emphasis on preparation/attitude for the occasion
• に際して = emphasis on the occasion/timing itself
