Usage: Has two main uses: (1) "Limited to" — restricting something to a specific group or condition, and (2) "It's always the case that" — expressing frustration that something always happens at the worst time (Murphy's Law nuance).

Usage 1 — Restriction:

Usage 2 — Murphy's Law:
