It'll rain tomorrow, right? (seeking agreement)
よ tells new info ("it WILL rain"), while ね seeks agreement ("it'll rain, right?").
これは何ですか。
What is this? (question)
これは美味しいですね。
This is delicious, isn't it? (agreement)
か asks a genuine question, while ね seeks confirmation of a shared feeling.
行きましょうよ。
Let's go! (urging)
行きましょうね。
Let's go, shall we? (gentle agreement)
よ urges action ("let's GO!"), while ね gently suggests ("let's go, shall we?").
日本人ですか。
Are you Japanese? (question)
日本人ですよ。
I AM Japanese. (asserting)
か asks a question ("are you?"), while よ asserts a fact ("I AM").

Questions need か, not ね. Use か when you genuinely don't know the answer.
明日は雨ですか。
明日は雨ですよ。
When telling someone new information, use よ not か. か would turn it into a question.
いい天気ですよ。

When seeking agreement about a shared experience, use ね not よ. よ sounds like you're lecturing.
知りませんよ。
知りませんね。
知りませんよ sounds blunt/rude. Use ね to soften: 知りませんね ("I don't know, hmm").

For embedded questions ("do you know if..."), the outer verb needs か, not ね.
